The board carries every signal
The control board is the decision centre of the elevator: it receives a signal from every button, every sensor and every door, then instructs the motor to move. This is why erratic behaviour is hard to trace from the outside, as the fault may lie in the board's own circuitry or in a signal coming into it from elsewhere.
